My area is fiber to the VRAD, and decrepit copper the rest of the way -- hence the problems. A few years ago there was an AT&T crew working nearby for several weeks in the dead of winter, so I stopped and asked them what they were doing.
IN SUM, AT&T DOES NOT MAINTAIN COPPER/FIBER LINES BECAUSE IT'S INCREDIBLY EXPENSIVE YET YOU WON'T ADMIT THIS. IT'S CHEAPER TO JOCKEY TOWERS AND NOT DEAL WITH CITIZENS THAT DEMAND REASONABLE COPPER/FIBER MAINLINES LIKE MYSELF.
My Frontier bill says I am paying for HSI Pro 384k-3m Loop, HSI Pro 384k-3m Port. The wiring in my area is a combination of fiber & copper. The problem is, I really don't know what all this means! I'm sure the results of the second speed test are much too low. I have shutdown & restarted the modem, router, and laptop but nothing changed.
As copper loop increases speeds decrease. 7 plus years ago (2015 and before) ATT offered speed tiers with different prices, could try to fit a budget at lower speed even though the address might support higher (example pay for internet 3 instead of internet 18 which was $20 higher per month).
