When $HOMEBREW_ARTIFACT_DOMAIN and $HOMEBREW_ARTIFACT_DOMAIN_NO_FALLBACK are both set, if the request to $HOMEBREW_ARTIFACT_DOMAIN fails then Homebrew will error rather than trying any other/default URLs.
